Voting Question: Traffic ticket due to failed ABS brakes?

I was going down highway 410 in WA state and put my brakes on to turn into a driveway, I put normal pressure on the brakes, but they locked up as I was turning, which caused me to slide off the road and flip my car into a ditch. After everything happened, when the Washington State Patrol showed up they gave me a ticket for RCW 46.61.305, for $165. I want to contest to this because it was not my fault that the brakes locked up. How would I go about this? Do I check contested hearing, and if I do, will I win? (I have to do this by mail because I live in Tacoma WA and this happened in Yakima county, which means I would have to go to Yakima Court House, which now is too far as I have no car...)
